(St. John’s, NL – November 5, 2025) The following statement was issued today by Energy NL CEO Charlene Johnson in response to Budget 2025.
“There is a lot in this budget that we need to further analyze and seek clarity on, though my initial reaction is cautiously optimistic. We see movement on a number of initiatives for the energy industry that are important and that should help the industry grow. A signal that the emissions cap may come to an end is positive, along with support for major projects, and having another look at greenwashing legislation.
I am cautiously optimistic about the elimination of the emissions cap, though we do need clarification from the Government of Canada on exactly when and how that process is to occur as the budget documents remain unclear and clarity is what our industry needs. We need a firm commitment that the emissions cap is scrapped and that we will work toward achievable solutions with real impacts. The elimination of the emissions cap has been a priority issue for Energy NL and we have advocated strongly for its elimination, including this fall when we met with Prime Minister Mark Carney.
This budget has a focus on infrastructure and a commitment to build and grow the economy through resource and other infrastructure projects, and to move swiftly to do so. That is positive for Newfoundland and Labrador and Canada. I am also pleased to see that the Government of Canada will take another look at the so-called ‘greenwashing’ legislation. This legislation caused confusion, and would negatively impact the ability of companies to lower emissions, as well as the ability of the public to be aware of those efforts.
Continuing contracts for difference through the Canada Growth Fund is a positive initiative to help our burgeoning onshore wind sector complete offtake agreements and establish conditions for project sanction and success. As the sector continues to build, the ongoing support of the Government of Canada to help and promote the industry internationally is extremely positive. The budget also refers to a number of other initiatives such as tax incentives for carbon capture technology, low-carbon LNG, and clean electricity that may positively impact the Newfoundland and Labrador energy industry, along with an approach to cut regulations and red tape more broadly. Working with industry and business this could have a positive impact on our economy.
Energy NL will continue with its advocacy, especially when it comes to clarity on the elimination of the emissions cap and ensuring the lower-carbon oil offshore Newfoundland and Labrador is recognized and we can then attract investment and grow our industry.”
